Restrict Tabs window scroll

I'm not very good at describing this but I don't like that I can scroll past the open tabs. The first picture is what I have open and the second picture shows how far I can scroll. the 3rd picture shows where it should stop letting me scroll.

It lets me scroll too far

I'd like it to stop letting me scroll here
