Publish API for Tabs Outliner and maybe create an extensions mechanism

I keep having ideas about how I would be more productive with 'Tabs Outliner.'  I would love if there was an API to write extensions for Tab Outliner!

Absolutely - a couple of lines of Python to find all tabs matching a certain title pattern, then trash them all, would be great.
