I had this same issue. I would double-click in Tabs Outliner but the tab or window would not open. I have a large monitor connected to a laptop (through a dock). What worked for me was to simply close the laptop so that it was only using the monitor and then the windows and tabs would open right up when I double-clicked them in Tabs Outliner!
